ouyangxq e834482717 fix(file): 透出 IAM 资质登记的真实业务错误，避免误报为服务不可用 
- 当 IAM 返回 4xx 业务拒绝（如资质已审核通过、企业不存在）时，解析响应体中的 message 并透传给前端
- 补充 WARN 和 ERROR 日志，记录 Feign 异常的 status 和 body，便于排查
- 移除硬编码的在审核中提示，改为根据 IAM 实际返回的状态码和消息动态映射

ouyangxq 8287bc1da2 fix(deploy): 修复容器非 root 用户写入上传目录与日志目录的权限问题 
- Dockerfile 在 USER app 前预建 /data/files 与 /app/logs 并 chown 给 app(uid 10001)，
  避免 Docker 以 root:root 创建挂载点导致非 root 容器无法写入
- nacos cn 公共配置补充 logging.file.path，使 compose 注入的 LOG_PATH 真正生效
  （Spring Boot 只识别 logging.file.path，不识别裸的 LOG_PATH 环境变量）
