Publish the TEST-verified warehouse-origin capacity pool. Includes own-sales inquiries, dispatcher confirmation, unique local-order fulfillment and read-only customer arrangements. TEST real HTTP 732 checks passed; Admin 521 and Client 389 UI validation completed. Gray database prerequisites are applied separately before service deployment.
